Wolf has argued there are ten steps necessary for replacing democracy with fascism:

  1. Invoke a terrifying internal and external enemy, e.g. Al-Qaeda.
  2. Create secret prisons where torture takes place, e.g. Guantanamo, Abu Ghraib and CIA Black Sites.
  3. Develop a thug caste or paramilitary force not answerable to citizens, e.g. Blackwater.
  4. Set up an internal surveillance system, e.g. the Joint Terrorism Task Force / "Homeland" Security.
  5. Harass citizens' groups, e.g. domestic spying such as that seen during the 2004/2008 RNCs.
  6. Engage in arbitrary detention and release, including "extraordinary rendition".
  7. Target key individuals.
  8. Control the press: "embed" corporate media reporters and tear gas and arrest independent journalists.
  9. Treat all political dissidents as traitors, e.g. the "anti-American" slur, a modern McCarthyism.
  10. Suspend the rule of law - using the military for "crowd control". *
